An auto broker or auto buying service is a
person with a dealers license who
engages in the business of brokering with a dealers license where there is an arrangement under which
one with a dealers license for a fee or other consideration regardless of the form or type of
payment under the dealers license, provides, or offers to provide the service of arranging negotiating
assisting, or effectuating the purchase of a new or used motor vehicle, not
owned by the holder of the dealers license, for another or others.

The broker with a dealers license acts as an agent for the retail customer for the purpose of

air.  Such a consumer does not have a
dealers license, and still has a
